Escalate a stalled issue over someone's head — or up your own chain — without torching the relationship or sounding like a complaint.

Write the escalation email: subject that signals priority without drama, the situation in 3 factual sentences (dates, commitments, misses — no adjectives), what I've tried (shows this is a last resort, not a first move), the specific decision or action I need with a date, and a line that keeps the bypassed person's dignity intact (they'll read it eventually). Then advise: should the bypassed person be CC'd, told first, or neither — for MY situation?
